深化医疗卫生体制改革建设亚洲一流医疗卫生中心城市

Intensifying the reform of health system and establishing a leading medical center in Asia

作者从把上海建设成为亚洲一流医疗卫生中心城市的高度、从加入世界贸易组织给医疗卫生带来新的发展机遇和严峻挑战的角度、从推动“三医联动”改革向纵深发展的思路、从贯彻“三个代表”重要思想的必然要求提出 :上海医疗卫生体制改革要制定规划目标 ,凝聚各方力量 ;要牢固确立两大观念 ,增添改革精神动力 ;要积极推动医疗机构综合改革 ;要加强“三医”联改配合 ;要加强农村卫生工作 ;要加快卫生行政部门职能转变 ;要加强卫生行业的精神文明建设。同时 ,强调各级政府要加强领导 ,各部门要协同配合 ,加大对医疗卫生体制改革的支持力度。

Considering the opportunity and challenge of China entering WTO,the request of Jiang Zemings thought of'three representatives' and 'Interaction in three medical areas', the author provided following suggestions for making Shanghai as a leading medical center in Asia: Setting up objectives of reforming Shanghai health delivery system; Improving the structure of medical organization; Strengthening health related work in rural areas; Speeding up the functioning change of health administrative system and stressing the coordination among different departments; Continuously implementing the spiritual civilization in the health services delivery system.
