摘要
21世纪我国的农业安全面临农业生态环境恶化、粮食基本生产要素供给短缺以及农业生产体系不适应农产品质量安全需求增长的内忧,存在着依赖性发展和在世界体系中边缘化的风险。鉴于21世纪我国农业安全难以乐观的演化态势,必须制定面向21世纪的国家农业安全战略,采取有效的国家行动确保我国的农业安全。
In the 21st century, China's safety of agriculture faces such internal troubles as the worsening of agricultural ecosystem, short supply of ba sic productive factors for crops production, agricultural production system fail s to adapt to the increasing demand on safety of produce. Also, there are risks of dependency development and marginalization in the global system. Because of t his pessimistic situation, it is imperative to formulate a national agricultural safety strategy and take effective state actions to ensure the safety of China' s agriculture.
