The main role of the system of Intellectual Property in the development of knowledge-based economy is discussed in this paper. The necessity and importance of the installing of the curriculum on intellectual property in universities are also discussed point of view to developing intellectual property education and improving the quality of People Cultuvation in universities, and the further inquire how to improve the quality of People Cultivation in universities to adapt to challenge of knowledge-based economy of 21th century is offered.
