中小企业是我国国民经济的重要组成部分，然而，最近的研究报告表明，我国中小企业的成长性整体水平较 差。通过分析影响其成长性的主要因素，认为这些因素与政府的政策措施的滞后性有很大的关系。因此，政府需制订中小 企业科技创新及技术进步政策；推出股票二板市场，恢复柜台交易，重建产权交易市场；制订中小企业产业发展指导计划； 制订中小企业经营管理科学化政策，指导中小企业改善企业管理以及其他配套政策措施，促进中小企业成长性提高。

Small and medium companies are the important components of Chinese economy. But, recent researches indicate that their abilities of development are poor. This paper attempts to analysis the main reasons that affect small and medium companies'development, and come up with some measures to cope with them.
