摘要
本文结合边疆少数民族地区人才利用的实际情况 ,具体分析了人才利用政策实施过程的制约因素 ,对人才利用政策的目标导向、人才利用政策的具体设计做了详尽论述 ,并提出了边疆少数民族地区科学合理的人才利用机制的制定与实施的条件、措施、建议。
The author in the present essay, in the light of actual condition about talents application in the frontier and ethnic minority region, analyses the controlling factors in implementing policy on talents application, expounds in detail its target orientation and concrete design and suggests the condition, measures and advice on the formulation and implementation of mechanism to that effect.
