水旱灾害对衡阳农村经济的影响及对策

The Influence of Flood and Drought on the Rural Economy and its Protective Countermeasures in Hengyang

依据长时间序列的水旱灾害资料 ,建立衡阳水旱灾害数据库。在此基础上 ,运用 GIS技术和优化分析 ,对衡阳水旱灾害进行相关分析。得出衡阳水旱灾害具有明显的季节性和地域性 ,连续性与多发性等特征。并系统地分析了大气环流、地形、人为因素等对水旱灾害形成的作用 ,及水旱灾害对农业经济的影响 ,最后提出了水旱灾害的综合防御对策体系。

Waterlogging and drought disaster database of Hengyang is established based on the long time sequenced waterlogging and drought materials.Based on this database, correlation analysis concerning the waterlogging and drought in Hengyang was conducted using GIS technique and optimization analysis. The educed result show that the disasters have obvious seasonal regional and continuous characters and so on. So the effects of some factors such as the atmospheric circumfluence, landform, man-made factors on waterlogging and drought disasters were analyzed systematically. Consequently the influence of waterlogging and drought on the rural economy is analyzed. In the last the disaster relieve countermeasures are put forward.
