The feedback survey of the Chinese Agricultural Resource regional planning publishing board is a very valuable information. The theory of ″ Three plans and one Contract″ is discussed.It Point out that rethink is needed, be scientific, legal and democratic,so as to handle the contradictions between the long term and the short period interest of cadres and farmers, to handle the contradiction among the nation, the collective and individual in interests, and the contradiction between of current work and its own regulations.
