Opportunities and Challenges——"Entering WTO" and Safety in Production in China

最近几年 ,以美国为首的发达国家一直努力使“社会条款”纳入世界经济贸易体系之中 ,在“关注发展中国家人权状况”的旗号下 ,反复提出“劳工标准”问题 ,即把本国安全生产问题与国际贸易挂钩。由于经济、技术和历史等原因 ,中国的安全生产与发达国家相比存在很大差距 ,在短时间内很难达到“公认国际劳工标准”的要求。因此加入WTO后 ,我们面临劳工标准问题的严峻挑战。

In recent years,the developed countries headed by the US have tried to incorporate'social issues'into the world trade framework and repeatedly put forward the issue of'labor standard'in the name of'concern for the human rights conditions of the developing countries,'i.e.,linking the issue of safe production in a country with international trade.Due to economic,technical and historical reasons,safe production in China lags far behind that in the developed countries and it is very difficult for China to meet the requirements of'internationally accepted labor standards'in a short period.Therefore,China faces great challenges in terms of labor standards.The author thinks that the state should formulate programs and organize researchers to study the specific issues of labor standards and the WTO;initiatives should be taken to do a good job in domestic safe production;lay a solid foundation and gradually reaslize the compliance with international labor standards;sign Pact No.155 and No.161 of ILO in the condition of ripe time.
