The reform and development of the bill market, especially the great spread and use of commercial bills, have broadened the enterprises' financing channel and promoted the benign development of economy. But as for as our country's present economic development is concerned, the development of monetary market falls behind the development of capital market and the problems existing in the development of the bill market can't be overlooked. This article expounds the necessity of developing our country's bill market ,and then based on analyzing the problems existing in our country's mill market , it comes up with the fundamental considerations and countermeasures for developing our country's bill market.
