摘要
文章以实事求是为出发点 ,结合工作实践 ,对消防立法的指导思想提出了新的观点 ,探讨了执行消防法规遇到的具体问题和工作中亟需立法保障的几个突出问题。
Based on the facts and practices,the paper puts forward the new viewpoint on the guiding thought of fire legislation. It also discusses the problems met in the carrying out of the fire regulations as well as the legislation guarantee for some highlighted problems.
