改革开放以来 ,广东电力迅猛发展 ,广东电力已成为全国最大的省级电网 ,装机容量、发电量均成为全国各省市第一 ,但现有机制不适应电力事业的发展与进步 ,需要创新和发展。为适应时代的发展需要 ,2 0 0 1年8月 ,广东电力正式实行厂网分开 ,将电网运营和发电资产作为各自独立的经营者进行生产和管理 ,这标志着广东电力体制改革走在了全国的前列 ,广东电力事业的发展进入了新的阶段。为此 ,通过创新是发展的基础 ,稳定是发展的前提 ,发展是电力体制改革的目标和结果的主题论述 ,说明电力企业只有不断深化改革、锐意进取、把握体制改革的主题思想、完善机制革新、实践创新、建设稳定的复合型电力人才队伍 ,才能在激烈的竞争大潮中乘风破浪 ,创造更辉煌的电力事业。

August 8 th of 2001, with the formal separation of transmission and generation, the two authorized companies had become two independent companies with each in charge of power grid operation and generation assets management. The separation witnessed electricity reform in Guangdong Province going ahead of other areas in China and the electric enterprise had entered into a new and broader stage. Nevertheless, we should be clearly aware that the present mechanism and regulations no longer satisfied the developing demand. The article aims at this problem and illustrate some basic ideas: 1, reaction is the foundation of development; 2, stability is the precondition of development; 3, development is the target and result of the reform. Also, the article explains that the electric enterprises must promote further reform, master the main theme of the reform and can be winner of the tide of competition.
