摘要
文章在分析海外市场经济发达国家或地区土地征购制度建立目的、法律法规保障、运作模式等成功经验基础上 ,结合我国城市土地市场特点 ,总结归纳系列启示 。
As a new reform attempt of land use institution in China, urban land purchase and reserve system has a positive effect on land market development and optimal allocation of land resources. Based on the successful experience of market-economy developed countries and regions in the establishment of land purchase system, in legal protection, in operational model and based on the characteristics of China's urban land market, this paper, summarizing and generalizing a series of enlightenment, puts forward suggestions so as to help to establish and improve China's system of urban land purchase and reserve.
