摘要
我国中小企业技术创新取得了长足的进步，但与世界上发达国家相比还是存在不少问题和差距，主要表现在：智力资源匮乏，企业技术研究和开发的投入不足，技术创新途径单一，营销信息不充分等等。为此，中小企业技术创新能力的增强，应从二方面入手：一、是企业自身创新；二、是外部环境创造。
