知情权是法制社会的重要公民权利，国家应最大限度地确认和保护公民知悉、获取信怠的这种权利，特别应包括获取政务信息的权利。政务公开化程度决定了知情权实现程度。

The right to learn the truth is an important civil right in a society ruled by law. The government should make every effort to ensure and protect citizens right to learn the truth and obtain information, especially information on the public affairs. The extent to which government affairs are publicized determines the extent to which citizens' right to earn the truth is realized.
