国有企业改革必须优化企业的外部环境

State enterprise must better its outer environment in order to reform

国有企业办社会 ,承担政府职能 ,一直是传统计划经济的重要特点 ,随着社会主义市场经济体制的逐步完善 ,还国有企业本来面目 ,就成了改革的当务之急 ,国企改革应从构建新的国有资产所有者与委托经营体制、强化政府职责、减轻企业负担、完善社会保障体系等四个方面优化企业外部环境 ,从而使国企在改革中焕发出应有的活力。

Its always the important character of traditional planned economy to undertake government functions.Its a very urgent task for reform to reveal state enterprise in its true colours along with the gradual perfection of the socialist market economic system.In order to make enterprise irradiate its vigour,State enterprise must better its outer environment from the following four aspects:building a new system between the owner of state-owned capital and commission management,strengthening government duty,lightening the burden on state enterprise and perfecting socialist security system.
