Some issues was explicated that are the determination of mathematical structure, meaning, basic types and constraint condition of the management models of water environment. It was point out that the selection of the models has to be based on specific district and cases, the determination of constraint condition has to be analyzed completely and systematically, which is order to make sure that the decision results are objective and rational. Then the basic program setting up the models was given. These are very important to control water pollution, manage water environment and improve biological environment theoretically and practically.
