摘要
依据南水北调中线工程发展综合经营研究课题的成果，研究了调水工程特别是大中型调水工程发展综合经营的模式，提出了调水工程发展综合经营的基本设想，明确了调水工程发展综合经营的四项保证措施．
Based on the findings of multi-industry study of the Middle Route Project for the South to North Water Transfer, this paper studies the multi-industry model for water transfer projects. It gives the basic imagination of engaging in multi-industry for water transfer projects and four guarantee measures.
