摘要
在上海市防汛指挥辅助决策信息系统建设实践的基础上,探讨了地理信息系统(GIS)在城市防汛非工程措施应用中的技术构架、应用体系结构设计和技术特色,包括防汛工情、水情、雨情和灾情等数据与地理、社会和经济等信息的集成、显示、统计分析的技术,地理信息系统与风暴潮等预测预报模型的接口技术,灾情信息的动态采集、汇总、发布技术等.对当前地理信息系统在上海市防汛非工程措施中系统实践经验和当前存在问题做了初步总结,并展望了其应用前景和发展动态.
With the experiences of the implementation of Shanghai Flood Prevention Aided Decision-making Information System (SFDIS), the paper discusses its architecture , application function design and technique characteristics ,focusing on the integration ,display arid statistical analysis of georeferenced data including base topography ,flood prevention engineering, rain , disaster ,social & economic information, and the modeling interface technique, such as storm tide forecasting, and the dynamic collection, summarizing, publication of disaster information. Finally in the paper, the experiences and problems of GIS application in the fields of flood prevention and disaster decrease are summarized, its application foreground and developing trends in the area are also given.
