Game Analysis for Conflicts in Water Resource Allocation

本文试图利用博弈论对流域水分配问题中用水冲突矛盾进行揭示和解释 ,通过对利益冲突各方的行为机理进行分析 ,以探索流域政策制定者和决策者在解决当前流域水资源危机方面应该采取的对策 。

The paper aims at disclosing and explaining conflicts and contradictions in water resource allocation in a river basin using game theory. After analyzing the behavior principle of actors involved in benefit conflict, some countermeasures and policy recommendations have been put forward for policy-makers to solve the current water resource crisis in China. It can also provide guidance for reforms about water resource allocation and water management mechanism in river basins of the whole country.
