This paper describes the requirements of HLR system about dependablity,and the structure of the HLR sys-tem.It analyzes the factors which influence the dependability of HLR system deeply,and also studies and compares each technology of dependability and each backup way of Oracle8i database.At last,this paper gives a feasible scheme of system's dependability include user data layer,operation system layer and physical layer.
