Since the ancient times, the salt business has played a vital role in making Yangzhou a flourishing city, just like the saying Yangzhou owed its prosperity to its booming salt business'. This was especially true in the Yuan Dynasty. When the total level of economy was rather low, Yangzhou, as the administration and transport centre of the salt business in the Two Huais', remained a rich and prosperous city. It is believed that a thorough understanding can be achieved about the history of Yangzhou and its economic development through exploring the relationship between its prosperity and the salt business in the Two Huais'.
