On Eco-economic Reconstruction in the Mountainous Areas ofWestern China

中国西部贫困山区具有经济发展水平低和生态环境脆弱的双重特点,农民脱贫致富奔小康与生态环境重建之间有着极为密切的关系。环境的改善涉及的是相对简单的生态技术,而真正复杂、难于解决的是在一个落后地区如何发展经济、摆脱旧体制和封闭思想的束缚等问题。在西部大开发的背景下进行生态经济重建,对西部贫困山区的经济繁荣和环境可持续发展都有重大意义。

The underdeveloped mountainous areas of western China are characterized bytheir poor economic development and fragile eco-environment. Within these areas, thefarmers’ poverty eradication is closely related to eco-environment reconstruction. Thoughthe most difficult thing is how to develop economy and get rid of the bind of the oldeconomic system and blocked mind in such backward areas, it is important for theseareas that eco-economic reconstruction be implemented in the Great West Development.
