It emphasizes that prevention is most important, and facilitates four conversions of control modes. The system consists of goal, subject, object, means and instruments. It executes by feed forward control, field control and feedback control, and advances persistently by continuous quality improvement. Its implement depends on four aspects, such as process approach, continuous quality improvement and cybernetics, the standards, the computer- aid monitor and control system, and the involvement of all people.
