在广播电视大学开展的“人才培养模式改革和开放教育试点”项目研究工作中,系统建设发挥着重要的作用。而在电大系统中引入市场机制,建立自我约束机制,是系统建设所面临的重要课题和任务。

System development is an important element in the research project carried out by the RTVUs on reforming and opening up education using the talents nurturing model.The essential issues and tasks in system development are the introduction of a market-oriented mechanism and the development of an internal self-monitoring system.
