In this paper, the design principle and the realization method of Real time Billing and Charging System based on the computer network are discussed. Taking full advantage of the computer network, this system can bill and charge at any time recording to current billing rule, and realize querying and charging call fee from a long distance. It meets the developing needs of telecom increment operation for the future, because of the characteristics of flexibility, maneuverability, security, and data integrality.
