在我国的现代化进程中，必须面临着农村剩余劳动力转移问题。由于我国人多地少的特殊国情以及城乡二元社会格局的影响，我国农村剩余劳动力的转移呈现出了前所未有的复杂性和艰巨性。只有走城市化道路，大力发展乡镇企业和建设小城镇，并改革以户籍制度为代表的城乡二元体制，才能逐步解决农村剩余劳动力问题，实现农村现代化。
