摘要
文章指出少数民族地区传统行政文化中的消极成分阻碍着现代公共行政改革 ,必须对其进行从封闭保守型到进取开放型、从集权专制型到民主参与型、从人治伦理型到法治法理型的变革与创新 ,才能顺利推进地方政府的行政变革。
The author points out that the negative factors in the traditional administration culture in the minority regions are hindering the reform of modern public administration. To smoothly carry out the administrative reforms among the local governments, the following reforms are necessary: the transformation from a closed and conservative mode to an open and enterprising mode, from a centralized and autocratic mode to a democratic mode, and from the mode of rule by man to the rule by law.
