Ma Jianzhong's diplomatic ideology was an important component part of his idea of reform. He maintained initiative opening, cautious in communication, using international public laws and revising unequal treaties. He was against blind wars and for covert striving to become strong. He was the first to put forth the point of view of selecting, cultivating and utilizing talented personnel. Ma Jianzhong's diplomatic ideology had a striking patriotic colour and a progressive significance. It established itself as an independent system but had its historical limitation.
