加强河南省计划生育法制建设 ,依法实施计划生育 ,应加强计划生育法制教育 ,全面增强干部群众的计划生育法制观念 ;采取有力措施 ,坚决贯彻“七个不准”的规定 ;建立健全执法监督机制 ,充分发挥执法监督职能 ;强化教育 ,改善结构 ,转变内部机制 ,提高计划生育执法队伍的整体水平 ;切实解决计划生育法制建设中的突出困难 ,形成良好的计划生育法制建设社会环境 ;

In order to strengthen the establishment of laws for family planning in Henan Province, and to carry out the policy of family planning, legal education and the ideas of family planning according to the laws should be strengthened.
