摘要
探讨了“拥有”与“存取”问题的由来 ,论述了“存取”不能取代“拥有”的理由 ,认为图书馆在制定藏书发展政策时 ,应该根据各自的性质、任务、读者需求、资料类型及经济情况等因素 ,处理好“拥有”与“存取”
This paper discusses the origin of issue ownershp or access,and holds that ownership can not he replaced by access.The libraries should deal properly with the relation between ownership and access in collection development policy according to their character,mission,users requirement,materials variety and economic condition.
