摘要利用作者编制的一整套跨部门和时间序列的数据库 ,对中国 1992年以来工业贸易保护的水平和结构进行的测算 (包括名义关税率、非关税壁垒频数和有效保护率 )和分析表明 :中国贸易保护的基本特征是平均水平较高 ,而且在结构上易变而分散 ;有效保护率的水平和结构比名义保护率更高而离散 ,鼓励下游行业生产的倾向十分明显 ;以配额和许可证等数量限制为核心的非关税壁垒依然较高 ;关税和非关税措施之间多呈现出互补而非替代的关系。随着加入 WTO的进程 ,中国在贸易自由化方面采取了更为激进的改革 ,使贸易的扭曲程度和结构有了显著的改善。 According to a cross sector and time series databank compiled by the author, China's industrial trade is generally high in average protection level and mutable and disperse in structure, showing the characteristics of a higher effective protection rate than nominal tariff rate, a more disperse structure which encourages production in downstream sectors, and a higher nontariff barrier, which is complementary rather than institutional to tariff, in forms of quota, license and quantity restriction. On the other hand, in order to have access to WTO, China has introduced more radical reforms in trade liberalization so as to change the distortion in industrial trade structure and increase trade neutrality.
