The paper examines the reform concerning the government' s study abroad policies, particularly under the background of educational internalization. The impact of such reforms on university a-cademic staff training has been explored with respect to the actual implementation of DVSP project under China Scholarship Council, the need to build up strength for different disciplines, and the efficiency and benefits of high-level talent cultivation.
