通过系统回顾建国以来我国消费政策的演变过程 ,指出长期以来忽视消费 ,没有形成有效的消费政策调控体系 ,是导致目前居民消费需求启而不动的主要原因。为确保居民消费需求的合理稳定增长 。

A historical survey on changes of China's consumption policies since its foundation reveals that the traditional overlook of consumption in China is largely due to the failure to set up modulating mechanism over consumption policies, which has resulted in the stagnation in consumption. Thus the paper calls for emergency to establish consumption policy mechanism in the hope of ensuring a steady increase in consumption demand.
