西部民族地区经济发展出现了许多问题和难题 ,归纳起来不外乎“人”和“财”的问题 ,所以 ,扫除西部民族地区发展的阻力和障碍 ,必须解决好人的思想、人的知识结构和人的素质问题 ;解决好资金筹措及引资等问题。处理好了这两大问题 ,西部民族地区的发展便有了“软”、“硬”件的保障和基础。

In the economic development of the western region of nationalities there are many problems and difficulties majorly including 'talented people'and'finance' so we must well solve the problems in people's ideology,people's knowledge structure and people's guality in order to wipe out obstacles and difficulties in the western region of nationalities and meanwhile deal well with raising funds and importing investment.After solving the two big problems,the western region of nationmalities may obtain the guarantee and foundation of 'software'and 'hardware'.
