摘要
根据 2 1世纪水土保持生态建设的新形势 ,提出了保护和修复生态系统、优化组合综合防治、实施分区防治、转变职能加强管理等为主要内容的水土保持方略 ,并提出要处理好几个相应的关系问题。
According to the new situation of ecological construction of soil and water conservation in the 21st century,a general plan for ecosystem construction on soil and water conservation is put forward,including protection and restoration of ecosystem,optimization and realignment of comprehensive control,implementing prevention and control by dividing into areas,and strengthening management etc.,moreover,it is pointed out that several corresponding problems should be dealt with.
