Controlling Soil and Water Loss by Operation of the Law and Improving Eco-environment--A Review of Enforcing the Soil and Water Conservation Law in Zhangzhou for the Past Ten Years

防治水土流失 ,应贯彻“预防为主”的工作方针 ,通过广泛宣传 ,提高全社会的水土保持意识 ,加强监督保护。对已发生水土流失的区域 ,开展小流域综合治理 ,实施“果草牧”工程 ,既改善农业生态环境又增加经济效益。作者总结了漳州市 10年水土保持执法工作的经验 ,并针对当地具体情况 ,提出了相应的治理措施。

The policy of putting prevention first should be carried out in order to prevent and control soil and water loss.By spreading the propaganda of soil and water conservation among masses,and strengthening supervision and protection,the soil and water conservation law could be enforced extensively.To implement the project of'fruit tree,grass and stock raising',which not only could improve agricultural eco environment,but could increase economic benefit also.The author summarizes the past 10 years' experience of enforcing the soil and water consevation law in the city of Zhangzhou,and puts forward several control measures.
