城市基层民主建设是一个崭新的研究课题。以洛阳市涧西区 1998年居委会换届选举为切入点 ,通过对 5 1个居委会的抽样调查 ,发现居委会换届选举中存在有诸多问题 ,距充分发扬民主还有很大差距。据此 。

City basic level democratic construction is a completely new subject.By means of the sampling survey to 51 resident committees of 1998 in Jianxi Distric of Luoyang,we found that there were many problems in the term election of resident committee and there still existed great disparity to fully develop democracy.In view of the above.We fundamentally put forward several countermeasures to strengthen basic level democratic construction in committees and cities.
