黄土高原水土保持世行贷款项目 ,在中央和项目涉及的省地县分别设立了领导机构、实施管理机构、支持服务机构和监督机构 ,各级组织机构有严格的管理职责和运行程序。项目的实施有严格的技术规程、管理办法和质量监督、监测评价、检查验收制度 ,资金实行严格的报账制 ,物资采购实行国际招标采购和国内招标采购。项目实施进展顺利 ,受到世界银行的好评 ,为我国利用外资开展水土保持生态建设积累了经验。

The institutes of leading, management implementation, support and service and supervision had been set up in central government and all project provinces, profectures, and counties under the Loess Plateau Soil and Water Conservation World Bank Loaned Project. Institutes and organizations at each level have strict management responsibilities and operation procedures. The project implementation conducts under strict technical regulations, management procedures, systems of quality supervision, monitoring and assessment, review and acceptance. Reimbursement system is strictly applied in fund management, International Competitive Bidding and Domestic Competitive Bidding are employed in material purchase. The project is progressing smoothly, has obtained great compliment from the World Bank, and achieved experience for using foreign funds to develop soil and water conservation ecological environment construction.
