落后的基础设施是中西部地区开发的“瓶颈”，严重地阻碍了中西部地区经济的发展，加强基础设施建设已刻不容缓。在政府财力无法全力承担对中西部基础设施建设的投融资的情况下，ＢＯＴ融资方式通过吸纳民间资本和利用外资，可以解决中西部地区基础设施建设的资金短缺问题，从而探讨了在融资过程中应予以注意的投资环境问题。

The weak infrastructure facilities become the 'bottleneck' of the exploitation in mid-western regions, which is severely hindering the economic development there. Therefore. to enhance the construction of infrastructure facilities has been of great urgency. However our government financial power can' tundertake all the investment to it. BOT finance, by means of attracting folk capital and making full use of foreign capital, can solve the problem of funds shortage existing in the constructon of infrastructure facilities finance problem in mid-western regions. Inevitably, the adoption of BOT finance will be accompanied with a series of risks, so it is necessary to have the consciousness against risks. Because the means of BUT finance is still on the stage of introduction, it needs further perfection of investment laws and improvement of soft investment environment.
