从工程利用与开发的角度而言 ,土地既是一种资源 ,又可能是一种制约。当以协调的方式利用土地 ,便能充分挖掘土地资源能力 ,给人类带来财富。相反 ,却能造成资源的损耗 ,甚至给人类带来巨大损失。因此 ,掌握土地利用工程控制的原理 ,科学地控制和利用土地资源是城市工程地质环境研究的一项基本宗旨和基本任务。

In the view of engineering utilization and exploitation land is both a kind of resources and also a kind of restraint. When land is used in a coordinated manner the energy of land resources may be exploited to the full extent and bring weath to human being. Conversely, resources may be lost and even bring huge loss to man kind. Therefore, the basic purpose and role of urban engineering geologic enviromnent research are to master the principle of engineering control in land use and to control and utilize the land resources scientifically.
