摘要
作者通过全面调研 ,深刻分析了军队医院建设存在的资源配置不尽合理、机动保障能力比较薄弱、建设模式相对滞后、医疗保障模式过于封闭和医院管理机制不够完善等问题。针对这些问题 ,提出了通过适当调整军队医院布局和内部结构、完善应急机动卫勤保障体系、加快军队医院“吃皇粮”步伐、充分利用社会卫生资源、加强行业管理等改革办法 ,使军队编制与任务、结构与功能、保障条件与保障任务相一致 。
The author analyzes problems as unreasonable source deploy, poor flexible support ability, laggardly construction mode, close medical support mode and imperfect management mechanism in hospital construction through investigation. And gives measures to those questions as adjusting inner layout structure of military hospitals, improving emergency mobile medical support system, making full use of social medical resource and reinforcing vocation management to make organization and mission, structure and function, support condition and support task accord.
