In this article, the author analyzed functions of military out patient department under new circumstance, discussed the characteristics, functions and measures of the out patient department respectively. The characteristics are as follows: limited staff, heavy tasks; shortage of funds, limited source of income and limited self development; contradictions between supply and need; relatively complete functional offices. Aiming at the above mentioned characteristics, functions of out patient department are put forward.
