湖南省生态农业试点县生态农业建设回顾与思考

REVIEWING AND THINKING ON THE CONSTRUCTION OF ECO-AGRICULTURALDEMONSTRATION COUNTIES IN HUNAN PROVINCE

湖南是农业大省 ,发展生态农业是实现湖南农业可持续发展 ,振兴湖南农村经济的必然选择。 7年来 ,湖南省 5个生态农业试点县 (市 )生态农业建设取得了显著的成绩 ,实现了经济、生态、社会效益的统一和传统农业结构的根本转变 ;同时积累了丰富的经验 ,即生态农业建设离不开有关部门的组织与领导、规划和评价体系的制订与实施、高效生态农业模式的建立、科技进步的推动以及资源和生产要素的合理配置。但是湖南省生态农业建设也还存在着一些问题 ,今后进一步发展应当采取一些得力的措施 ,如建立健全的调控体系 ,重视和加强绿色标准化生产 ,促进农业的产业化、市场化。

Hunan Province is a large agricultural province. Development of eco agriculture is of significance for agricultural sustainable development of rural economy of the province. The achievements of 7 years' construction in five eco agricultural demonstration counties of Hunan Province is remarkable, where the unity of the economic, ecological and social benefits has been realized the traditional agricultural structure has been changed. It is shown that the great achievements in those counties rely on the organization and guidance of the relevant departments, the formulation and implementation of the plan and the assessment system, the building of efficient eco agricultural models, the promotion of science and technology progress, and the rational distribution of resources and productive factors. However, there lie some problems that need to be paid attention to in the eco agricultural construction, especially after China joins the WTO. So some measures for further advance of eco agricultural construction in the future should be taken, such as establishing sound control system, strengthening green standard production and accelerating the process of agricultural industrialization.
