粮食安全的耕地保障分析

The Analysis of Cultivated Land Guarantee of Food Security

在对中国粮食生产现状和趋势分析的基础上 ,结合评述国际上某些有关观点 ,阐述耕地是粮食生产的物质基础和粮食安全的保障 ,最后提出粮食安全的 4项基本对策。由于耕地增在边缘地区 ,减在东部沿海和内地 ;增的多为低产地 ,减的多为良田 ,所以 ,耕地面积增减数量平衡并不意味着能保障耕地产出能力的平衡。文章认为 ,在我国未来的耕地资源开发中 ,走高效集约道路 ,加强治理和保护 ,是实施农业可持续发展、提供人口食物安全保障的重要环节。

Based on the analysis of the actuality and the tendency of food production in China, this paper first reviews some concerned opinions emerged in international. Then, it emphasizes that cultivated land is the substance base for food product and is the guarantee for food security. Finally, the article puts forward four basic countermeasures to ensure food security in China. However, the balance of increasement and decreasement does not mean the balance of the productivity because the increased areas are mostly located in the marginal regions of northwest and northesat China where productivity is lower and the decreased areas are mostly located in the interior or coastal areas of east China where productivity is higher. Hence efforts should be made to strengthen protection and renovation of cultivated land for sustainable agricultural development. Intensive land exploitation and cropland protection are crucial approaches to China's future food security.
