政府政策对中小企业技术创新活动的作用

On the Effect of Government 's Policy on Small and Medium-sized Enterprises' Technological innovation Activities

中小企业在技术创新方面发挥着重要作用,它们创造了许多被认为是当代最重要的工业创新成果。但在其技术创新过程中却面临许多不利因素的制约,政府政策便是其中最为重要的因素之一。本文通过德国与法国政府对中小企业技术创新政策的比较,提出了我国政府在“十五”期间促进和鼓励中小企业技术创新活动的几点建议。

The effect of medium -sized enterpr ises have played a singificant role i n technological innovation,which i s prob-ably far beyond people' s expectation.In this area,their creative power is not inferior to that o f big enterprises;and the most the outstanding achievements of this in dustrial age are even produced by them.However,there still exist many un favorable elements to restrict their innovation,among which the government ' s policy is one of the most obvious fac tors.In this article,it analyses th e government ' s general working mechanism for small and medium -sized enterprises,and makes a comparison between the govern-ment ' s policy promoting the technological innovation of small and medium -siz ed enterprises in German and in France.In the end,it gives some suggestion about o ur government ' s action taken to promote and encoura ge small and medium -sized enterpris-es' innovation during the period of the T enth Five -year Plan.
