在西部大开发战略实施的背景下 ,分析了湖南西部地区交通运输业建设的现状与问题 ,提出了运输网络布局的战略构想 .认为本区交通建设应实施超前发展战略 ,构建以公路为基础 ,公路、铁路、航空。

The transportation actuality and problem in the background of carrying out the west area exploring strategy are analysed. At the same time, it puts forward strategy about the layout of transportation network. The writer holds that the traffic construct needs a leading development strategy. So forms a comprehensive transportation system, in which the road, the railway, the voyage and the water carriage are copulated one another on the base of the road.
