知情权与行政公开制度

The Right to know and the System of Publicizing Administation

在民主法治社会里 ,知情权已成为公民的一项基本权利 ,行政公开制度是公民知情权实现的有效途径。行政公开包括行使行政权的依据公开、行政信息公开、行政过程公开、行政决定公开。通过行政公开促使公民知情权的实现 ,保证公民参与国家事务管理 ,有效防止国家权力腐败。因此 ,必须转变观念 ,尽快制定情报公开法 ,完善公民知情权的有关制度 ,积极应对来自WTO的挑战 ,才能有效保障公民知情权的实现。

In a democratic society which is ruled with law,the right to know has become a basic right of citizens.The system of publicizing administration is an effective approach through which the right can be realized.Publicizing administration includes the publicizing of the basis,the information,the procedure and the decisions of administration.In this way citizens' right to know can be realized.And they can take part in the management of the affairs in the country so that the corruption of political power can be prevented.Therefore We must change our traditional idea and clarify our knowledge.The law of publicizing information should be made as soon as possible,and the system of citizen's right to know should be completed as well.Only in this way can we deal with the challenge from WTO actively and make sure that citizens can really possess the right.
