摘要
阐述了贵州省生态环境的研究现状 ,分析归纳了当前的生态环境中存在的主要问题。指出造成生态环境不断恶化的主要原因有 :(1)生态环境脆弱 ,人地矛盾突出 ;(2 )决策失误和管理失控 ;(3)经济落后和贫困 ;(4)过份强调“以粮为纲”的发展模式 ;(5 )生态环境保护意识差 ,土地利用方式不合理 ;(6 )投入不足 ,科技支撑力度不够。明确了当前生态环境建设中亟待解决的主要问题。其解决的主要对策和措施是 :加强立法和执法 ;开展典型示范工程 ;严格控制人口快速增长 ;杜绝对林业资源的破坏和不合理利用 ;改革税费体制 ,建立补偿机制和环境收费制度 ;加强生态环境和林业资源的保护 ;大力培育和保护森林资源及草地 ;合理控制林种比例 ,防止新一轮水土流失 ;
In this paper,the present situation and background of ecological environment in Guizhou province were explained.The main reasons that made ecological environment worsen were as the follows:the fragile ecological environment of Guizhou,the obvious contradiction of population with land,faulty decisions and management,backward in economy and poverty,too much emphasis on model of development grain production, lack of awareness of ecological environment, unreasonable use of land,be short of investment,not enough science and technology to support.The problems that must be urgently solved in current ecological environment construction were declared.The main tactics and measures of resolve ecological environment problems are: the legislation and enforce the law should be strengthened,example project should be set up,population rapid growth should be controlled, any damage to forestry resource and unreasonable utilization should be given up, a policy of compensational mechanism and environment collect fees system should be put into effect,great effort should be taken to enforce the protection of ecological environment and forestry resource, rational control forest category proportion,prevent soil and water losses,the investment on scientific research in integrated management of ecological environment should be increased
