中国少数民族地区发展战略的选择 ,基本上与国家宏观经济发展战略一脉相承 ,大致经历了一个“均衡———非均衡———均衡”的演进历程。缺乏具有民族特色、能够带动少数民族自身变革与繁荣发展的少数民族地区经济发展战略 ,导致形成的少数民族经济政策 ,大多是单纯注重经济扶贫的经济政策。新世纪国家应在充分体现民族区域自治政策的基础上 ,尽快构筑具有民族特色、能够带动少数民族自身变革与繁荣发展的少数民族地区经济发展战略及相应的经济政策。

The strategic choice on economic development of ethnic areas generally has experienced the evolving process: balance, non\|balance, balance; that is of the same linage as the macroscopic stra tegy on development of national economy; without ethnic characters, that has leaded to that lots of economic policies of ethnic minorities have paid attention to helping the distressed and relieving the sufferers only with economic ways, and havent driven ethnic minorities' self\|reliance. During the new century, the nation, according to the autonomous policy of ethnic regions, should construct the economic development strategy on ethnic regions and relative economic policies with ethnic characters in order to improve the self\|reform and self\|prosperity of ethnic minorities.
