半个多世纪前 ,著名民主人士黄炎培与一代伟人毛泽东在延安 ,讨论了如何跳出政权兴亡周期率这一事关党和国家前途命运的重大历史课题。几十年来 ,中国共产党的三代领导集体 ,不负人民重托 ,经受住了执政、改革开放和社会主义市场经济的考验 ,在不同历史时期 ,向人民交出了无愧于时代的出色答卷。在新世纪 ,我党仍面临着严峻考验。历史经验告诉我们 ,要跳出政权兴亡周期率 ,必须努力搞好执政党自身的建设 ,建立群众对权力的监督机制 ,强化广大干部的“公仆”意识 。

More than half a century ago,HUANG Yan- pei,a famous democratic personage,once talked with the greatleader,MAO Ze- dong,in Yan'an abouta significant historical problem which hinges the future and destiny of our Party and state.The problem is the way to jump out of the Periodic Law of State Power's Vitalization and Extinction( PLSPVE) .In the following years,the three generations of the collective leadership of CPC haven't been letting the masses down and experiencing trials of being in pow- er,reform and opening up and socialist market economy.They have respectively presented the people ex- cellent answering- papers that have a clear conscience to the times according to their great achievements in different historical stages.In the new century,our Party is still facing severe trials.Historical experiences have already shown:in orderto jump outof the PLSPVE,we mustmake greatefforts to carry on the self- construction of the party in power,setup the control system from the masses to power,strengthen all the cadres'consciousness of public servants,train and bring up successors generation after generation for the cause of socialism.
